Our Founder
Luciano “Lou” Martinez was born in Havana, Cuba and at twelve years of age moved to Miami, Florida. Luciano’s training in social work made him keenly aware of the challenges and needs of the growing Hispanic community in Palm Beach County during the 70s. On March 30, 1977, Luciano founded the Hispanic Human Resources Council as a community-based organization focused on addressing the social service needs of the Hispanic community, improving cultural awareness of the community, and improve the quality of life of individuals through economic development programs. Programs offered through HHRC focused on childcare programs, services to the elderly, advocacy, employment and training assistance, emergency food, shelter and energy assistance, cultural enhancement programs and much more. Although all services provided and advocacy efforts conducted suit to serve primarily the needs of the Hispanic population, all services offered are open and accessible to all residents of Palm Beach County.
